Job Summary: Under the direction of the County Engineer, you will manage, supervise, and schedule County construction projects. You will drive design, bid, pre-construction, and construction activities for capital improvement projects. Planning skills are essential as you develop large-scale public works projects, including financial estimates, and will handle projects through all design phases while maintaining project budgets. In this role, you will provide technical support during review and construction, including verifying engineering calculations and analysis; verifying compliance to local, state, and federal codes and regulations; and making recommendations concerning improvements, modifications, design strategies, structural systems; or other aspects of project development. You will coordinate the bidding process and contracting of services in conjunction with the departmental or County contracts officer, including writing project specifications, preparing Requests For Proposal (RFP), preparing bid packages, conducting pre-bid and pre-construction meetings, participating in negotiations of the scope of services and fees, and assisting in the selection of vendors and awarding of contracts. You will manage projects during all construction phases by attending progress meetings; working with consultants, contractors, and work crews to resolve problems and to initiate the appropriate solutions; assisting with field decisions and approving change orders; monitoring adherence to project schedules, cost, specifications, and quality of construction work and materials; and coordinating final inspections and project acceptance with contractors, engineers, and other County departments or government agencies. Other duties may be assigned.

Minimum Qualifications: Bachelor’s Degree in Civil Engineering, Architecture, or related field, supplemented by a minimum of seven (7) years’ experience in construction project management; or any equivalent combination of education, experience, and training. An engineering background with extensive experience in design and construction methods is highly desirable. Experience with Federal, State, and County laws, codes, and regulations relating to construction and funding qualifications is highly desirable. You must possess and maintain a valid Georgia driver’s license.

Note: During emergencies and disasters affecting Chatham County, you may be required to report to work as part of a disaster operations team.
