Job Description
Purpose of the Consultancy
- The purpose of this consultancy is to lead the development of a 5-year Strategic Plan (2027–2031) that is evidence-based, participatory, aligned with institutional and national priorities, and responsive to global trends in nursing and midwifery.
- The consultant will work under the overall guidance of the Dean, School of Nursing and Midwifery, and in close collaboration with the Strategic Plan Development Steering Committee.
- The School will provide relevant documents, access to stakeholders, and logistical support as needed.
Responsibilities
The consultant will:
- Evaluate the 2022–2026 Strategic Plan and prepare an evaluation report.
- Conduct a comprehensive situational analysis (internal and external), including PESTEL, SWOT, stakeholder mapping, and needs assessments.
- Facilitate consultations with key stakeholders, including faculty, students, alumni, leadership, regulatory bodies, partners, and employers, and produce a Stakeholder Consultation Report.
- Identify strategic issues, priorities, and opportunities for the School.
- Develop strategic pillars, goals, outcomes, and performance indicators.
- Prepare a draft 5‑year Strategic Plan (overall EA‑wide and contextualized for Kenya, Uganda, and Tanzania).
- Produce the final, high‑quality, print‑ready and digital 5‑year Strategic Plan document.
- Develop an implementation plan and matrix, including resource requirements.
- Develop a monitoring and evaluation (M&E) framework for the strategic plan.
- Prepare and submit an Inception Report outlining methodology and work plan.
- Prepare a Situational Analysis Report.
- Present key findings, the draft strategic plan, and the final strategic plan to SONAM leadership and stakeholders.
Requirements
- Master’s degree in a relevant discipline (Health Systems Management, Economics, Strategy, Administration, Project Planning & Management, and any other related field).
- A PhD in a relevant discipline is an added advantage.
- Proven experience in undertaking similar assignments (at least 10 years’ experience) with reputable organizations is required
- Demonstrated experience developing strategic plans for higher education or health institutions.
- Strong understanding of nursing/midwifery education, regulation, and practice.
- Proven experience in stakeholder engagement, facilitation, and report writing.
- Excellent analytical, communication, and facilitation skills.
- Ability to synthesize complex information.
- Training in monitoring and evaluation is required.
- Strong understanding of regional and global health workforce trends.
