DIRECTOR OF FINANCE AND OPERATIONS

The role will be accountable to the Project Director, serving as the primary coordinator for all financial and human resource aspects within the project. The individual will oversee and provide effective management for project budgeting, financial reporting, and financial and operational compliance in accordance with the contract terms. This position, based in Nairobi, Kenya, may involve occasional in-country travels, contingent on donor funding availability and confirmation.


Key Responsibilities:

  • Financial Leadership:
    • Provide leadership in planning, managing, and controlling financial functions of the project.
  • Financial Planning:
    • Conduct financial and budget planning, effective accounting, cash flow management, financial strategy, and analysis.
  • Supervision:
    • Supervise Project Finance & Accounting staff to ensure smooth day-to-day transactions, efficiency, and effectiveness across the project.
  • Reporting:
    • Oversee the preparation of contractually required financial reports.
  • Standards Maintenance:
    • Ensure the maintenance of the highest standards of financial management and accountability.
  • Donor Fund Protection:
    • Safeguard donor funds through the observance of high fiduciary standards, coordinating audits, ensuring compliance, and managing risks.
  • Internal Control System:
    • Participate in developing and implementing the project’s internal control system, financial, and HR policies and best practices.
  • Compliance Assurance:
    • Ensure compliance with contractual and legal obligations.
  • Cheque Issuing:
    • Supervise the issuing of cheques for processed transactions, the logging of payments, and the distribution and/or mailing of cheques to the appropriate vendor.
  • Human Resource Advisory:
    • Provide advice on Human Resource donor-related requirements.

Requirements:

  • Education:
    • Bachelor’s degree in Accounting, Finance, or a related field.
  • Professional Qualifications:
    • Accountancy qualification; CPAK, ACCA. Must be registered with ICPAK.
  • Advanced Degree:
    • Master’s degree in Business Administration, Accounting, Finance, Human Resources, or a related field relevant to the position requirements.
  • Experience:
    • A minimum of 7 years of experience in relevant financial management, with progressive experience on projects of similar complexity in developing countries.
  • Supervisory Experience:
    • A minimum of 7 years of experience supervising overall operations on projects of similar complexity (e.g. teams of human resource, logistics, and finance staff).
