Job Description

The Objective of this consultancy is to provide technical support for the Government of Brazil (during Brazil’s G20 Presidency) to further strengthen global cooperation for an environment and climate sustainability. This will be done by identifying specific action-oriented priorities for G20 member countries, while taking stock of key milestones. The consultant will work in order to prepare the following: The consultant will be responsible for preparing the ECSWG outcome document addressing priority 3: Oceans, including preparation of the zero-draft scoping note and outline of the Outcome document for discussion at the 2nd ECSWG meeting (April 2024), subsequent follow-up from WG session including preparation of background analysis for draft recommendations, and the drafting of the full final draft document for consideration and adoption by G20 Members. Additionally, paragraphs will need to be developed referring to each priority to be included in the Leader´s Declaration in October, with the possibility of developing a Minister’s Declaration, not yet confirmed. The broad scope of the consultancy (to be further refined following the 2nd ESCWG meeting) shall address the following outcomes: • Enhance MSP toolkit with a focus on increasing representation of oceans stakeholders, including underrepresented and under mapped areas such as local fisheries. • Compendium of best practices on how NDCs can include conservation of ocean and costal zones and reduce greenhouse gas emissions, and recommendations on how NDCs can incorporate blue economy principles. The consultant is expected to attend all the sessions of the ESCWG (in-person or virtually), relevant meetings with the civil society on the topic, and other relevant engagement related to the identified ocean related issue and prepare reports on these meetings to feed into the final reports to be prepared by the Brazil Ministry of Environment. The consultant is expected to refer to and integrated with, as appropriate, past outcome documents and / or communiqué from past G20 Presidencies (India, Indonesia, Saudi Arabia, etc.), ensuring the ESCWG scoping note and outline for the ocean-related Outcome document are building on recent ocean-related G20 discussions and outcomes, such like G20 processes on Ocean-based Actions for Climate Mitigation and Adaptation (led by the presidency of Indonesia in 2022) and the G20 High-Level Principles for Sustainable and Resilient Blue/Ocean-based economy (adopted by the presidency of India in 2023).
