Job Description:

The responsibilities of the officer will involve:

Developing and Coordinating Procurement Plans:

  • Create and coordinate the preparation of annual procurement and disposal plans and ensure their implementation.

Procurement and Disposal Coordination:

  • Oversee procurement and disposal activities within the Authority.

Contract Document Preparation:

  • Prepare contract documents for goods, works, and services.

Custodianship of Contracts:

  • Act as the custodian of contract documents.

User Department Liaison:

  • Collaborate with user departments to ensure effective contract implementation for goods, works, and services.

Committee Secretariat:

  • Provide secretariat services to committees related to procurement and asset disposal.

Asset Disposal Coordination:

  • Coordinate activities related to the disposal of assets.

Professional Advice:

  • Offer professional advice on the procurement of goods, works, and services, as well as asset disposal.

Statutory Reporting:

  • Prepare statutory reports to the Public Procurement Regulatory Authority (PPRA).

Review of Authority’s Procurement Needs:

  • Review the procurement needs of the Authority.

Requirements for Appointment:

For appointment to this grade, a candidate must:

  • Have ten (10) years of relevant work experience in a public or private institution, with five (5) years in a senior management role.
  • Possess a Bachelor’s Degree in Commerce, Procurement and Supplies Management, or an equivalent qualification from a recognized institution.
  • Hold a Master’s Degree in Supply Chain Management, logistics, or an equivalent qualification from a recognized institution.
  • Have a Diploma in Supplies Management or an equivalent qualification from a recognized institution.
  • Be a member of a professional body, either KISM or CIPS, in good standing.
  • Demonstrate proficiency in computer applications.
