Job Description

Duties and responsibilities

  • The purpose of this position is to provide technical health expertise within Norwegian Red Cross-supported health operations, improving access to health, strengthening health technical components within global public health activities in preparedness and response and strengthening the Norwegian Red Cross’s position in health.

Strategic responsibilities

Operational responsibilities

Support to global tools and global multilateral emergency response through:

  • Analyses of PHiE capacities in the NoRC roster to determine competencies and gaps across profiles, including nomination for relevant trainings (in coordination with International HR and the Global Disaster Management Unit)
  • Support recruitment and onboarding of new roster delegates (PHiE, CBS) and continuous engagement with roster to facilitate ongoing learning and engagement
  • Support and facilitation of epidemiological and public health components within trainings
  • Support the development and co-facilitation of IFRC trainings, including PhiE (B trainings) jointly with Regional Offices
  • Support and facilitation of CBS ERU training

Provide public health technical support to pre-deployment, deployment and post-deployment phases:

  • Participates in the Task Force (led by the Global Disaster Management Unit), support Norwegian RC emergency response operations in health according to agreed-upon processes and provide technical support as required.

Collaboration

  • Work closely with other technical colleagues to ensure integrated and comprehensive public health support.
  • Close collaboration with the Global Disaster Management Unit and other relevant national office units and regional and country teams in Norwegian RC
  • Foster cross-departmental collaboration within the Norwegian RC
  • Contribute to enhancing collaboration with global health networks, including the IFRC and ICRC health focal points, to align Norwegian RC public health emergency operations with international standards and best practices.

Skills and knowledge

  • Advanced degree (master’s or higher) in public health, global health, or a related field.
  • Minimum of 5 years of experience in humanitarian health programs, with at least 2 years in an advisory role focusing on public health emergency preparedness and response.
  • Proven experience in managing public health emergency interventions, including disease outbreaks and health impacts of crises.
  • Epidemiological skills an asset
  • Strong knowledge of international public health emergency standards and guidelines, including WHO, SPHERE and RCRC Movement protocols
