DUTIES AND RESPONSIBILITIES:
- Implementation of the human resource development strategy.
- Compiling data for officers to be bonded and collection of the training levy as stipulated in government regulations and guidelines.
- Implementation of the ODPP training and development policies and procedures.
- Compiling data for the preparation of Parliamentary Budget Reports and Briefs on utilization of Training and Development funds.
- Implementation of decisions and guidelines of the Human Resource Advisory Committee – Training.
- Implementation of performance management system in the division.
- Secretariat to the Human Resource Advisory Committee – Training.
- Receiving, vetting, and processing training requests for deliberation by the Human Resource Advisory Committee.
- Preparing reports on the effectiveness of the human resource development policies and procedures and identifying gaps for review and recommendations.
- Implementing training projections and programs.
- Reconciliation of the skills inventory and talent register for the ODPP for reference on key decision-making by the management and staff.
- Implementing Minutes of the Human Resource Advisory Training Committee to ensure compliance with the Committee’s decisions for staff motivation and enhanced performance.
- Participating in the recruitment and placement of pupils and interns.
REQUIREMENTS FOR APPOINTMENT:
- Served in the grade of Senior Human Resource Development Officer II DPP 8 or in a comparable and relevant position in the wider Public Service for a minimum period of three (3) years.
- Bachelor’s degree in either Sociology, Public/Business Administration, Human Resource Management, or any other relevant qualification from a recognized Institution.
- Postgraduate diploma in Human Resource Management or its equivalent from a recognized institution.
- Demonstrated merit and ability as reflected in work performance and results.
- Member of the Institute of Human Resource Management.
- Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2010; Integrity, Honesty, and Accountability.
