Job Description

In this role, the Senior Information Communications Technology Officer is responsible for a range of duties and responsibilities, including:

(i) Program Development: Creating documentation for computer programs based on provided instructions and specifications.

(ii) System Installation and Configuration: Installing and configuring computer systems and solutions.

(iii) Application Systems Maintenance: Ensuring the ongoing maintenance of application systems.

(iv) End User Support and Training: Providing support to end users and conducting training sessions on the effective and efficient use of ICT facilities.

(v) Equipment Register Management: Maintaining an up-to-date equipment register.

(vi) Local Area Network Monitoring: Installing, configuring, and monitoring Local Area Network components.

(vii) User Administration: Administering and managing users in the Active Directory, e-mail server, and user applications.

(viii) Record Keeping: Maintaining up-to-date ICT equipment and issuance registers.

(ix) Website Management: Updating and maintaining the Authority’s website.

(x) Business Continuity: Ensuring business continuity by performing regular data and application backups.

Requirements for Appointment

To be eligible for appointment to this grade, candidates must meet the following criteria:

(i) Relevant Work Experience: A minimum of four (4) years of relevant work experience.

(ii) Educational Qualifications: A Bachelor’s Degree in Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering, or equivalent qualifications from a recognized institution.

(iii) Certifications: At least one (1) certification from relevant professional bodies, such as CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT, or equivalent qualifications from a recognized institution.

(iv) Supervisory Course: Completion of a supervisory course lasting not less than two (2) weeks from a recognized institution.

(v) Chapter Six Requirements: Fulfillment of the requirements outlined in Chapter Six of the Constitution.

(vi) Merit and Ability: Demonstrated merit and ability as reflected in work performance and results.

Additional Requirements

Successful candidates will be expected to fulfill the requirements of Chapter Six of the

Constitution by providing valid originals of the following documents;

  1. Police Clearance Certificate from the Directorate of Criminal Investigations;2
  2. Clearance/Compliance Certificate from Higher Education Loans Board (HELB);
  3. Tax Compliance Certificate from Kenya Revenue Authority;
  4. Clearance from Ethics and Anti-Corruption Commission (EACC); and
  5. Clearance from Credit Reference Bureau (CRB).
