Job Description:
The responsibilities of the officer will involve:
Developing and Coordinating Procurement Plans:
- Create and coordinate the preparation of annual procurement and disposal plans and ensure their implementation.
Procurement and Disposal Coordination:
- Oversee procurement and disposal activities within the Authority.
Contract Document Preparation:
- Prepare contract documents for goods, works, and services.
Custodianship of Contracts:
- Act as the custodian of contract documents.
User Department Liaison:
- Collaborate with user departments to ensure effective contract implementation for goods, works, and services.
Committee Secretariat:
- Provide secretariat services to committees related to procurement and asset disposal.
Asset Disposal Coordination:
- Coordinate activities related to the disposal of assets.
Professional Advice:
- Offer professional advice on the procurement of goods, works, and services, as well as asset disposal.
Statutory Reporting:
- Prepare statutory reports to the Public Procurement Regulatory Authority (PPRA).
Review of Authority’s Procurement Needs:
- Review the procurement needs of the Authority.
Requirements for Appointment:
For appointment to this grade, a candidate must:
- Have ten (10) years of relevant work experience in a public or private institution, with five (5) years in a senior management role.
- Possess a Bachelor’s Degree in Commerce, Procurement and Supplies Management, or an equivalent qualification from a recognized institution.
- Hold a Master’s Degree in Supply Chain Management, logistics, or an equivalent qualification from a recognized institution.
- Have a Diploma in Supplies Management or an equivalent qualification from a recognized institution.
- Be a member of a professional body, either KISM or CIPS, in good standing.
- Demonstrate proficiency in computer applications.
