Job Description

KEY DELIVERABLES

  • Develop the KPHCSF 2027–2032 Strategic Framework and implementation plan.
  • Review PHC evidence, policies, performance and emerging priorities.
  • Conduct national and county-level stakeholder consultations.
  • Review and update the Primary Care Network (PCN) Guidelines.
  • Develop results, monitoring and evaluation frameworks.
  • Prepare implementation, costing, financing and resource mobilization plans.
  • Facilitate stakeholder validation workshops and incorporate feedback.
  • Develop dissemination materials, including a 20–25-slide presentation and summary brief.
  • Undertake other PHC planning and programme development tasks as assigned.

KEY QUALIFICATIONS

  • Advanced degree in Public Health, Medicine, Public Policy, Health Economics or a related field.
  • At least 10 years’ experience developing health policies and strategic plans.
  • Strong expertise in PHC, UHC, evidence-based planning and health systems.
  • Good understanding of Kenya’s devolved health system and relevant WHO/UNICEF frameworks.
  • Proven experience working with the Kenya Ministry of Health and diverse stakeholders.
  • Strong strategic planning, report writing, communication and facilitation skills.
  • Fluency in English and Kiswahili.
