Job Description
Mandatory Requirements
For appointment to this grade an officer must have: –
- Bachelor’s degree in Electrical/Electronic/Telecommunications Engineering, Commerce, Economics, Statistics or any other related field from a recognized institution;
- Master’s degree in Electrical/Electronic/Telecommunications Engineering,
- Economics, Commerce or equivalent qualification from a recognized institution
- Attained atleast Fifteen (15) years’ work experience, three (3) of which should have been in a management position or in comparable position
- Membership to a relevant professional body where applicable;
- Served for atleast Three(3) years in the position of Assistant Director
- Valid practicing license where applicable;
- Leadership Course Certificate lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer applications; and
- Demonstrated managerial, administrative and professional competence as reflected in work performance and results.
- Fulfilled the requirements of Chapter Six of the Constitution of Kenya 2010.

Duties & Responsibilities
- An officer at this level will work under the guidance of the Director Licensing and
- Compliance. Duties and responsibilities shall entail: –
- Providing advisory services to the Director on all matters pertaining to adoption of multimedia technical standards, emerging issues in broadcasting technologies/ services and content regulation.
- Supporting the Director in development and review of regulatory frameworks related to multimedia services, market structure, licensing procedures, licenses and related instruments.
- Supporting the Director to license multimedia services in accordance with approved market structure.
- Initiating the development of guidelines and policies, review of legislation and regulations, and ICT policy with respect to multimedia services.
- Providing support development of strategies to encourage development of multimedia service content, in particular local content.
- Articulating country positions and representing the Authority in international conferences and meetings pertaining to broadcasting issues.
- Reviewing and approving responses to client queries via correspondence prepared by staff.
- Identifying specific national interest, developing national positions and champion the same at international fora, treaty and non-treaty conferences.
