Department: Finance and Administration

Grade: Grade 4

Location: Nairobi, Kenya

Expected Start Date: January, 2024

Duration of Contract: One year, reviewed annually.

About ACTS

The African Centre for Technology Studies (ACTS) is a prominent Intergovernmental STI policy Think Tank established in 1988. Its mandate is to enhance the capacities and policies of African countries and institutions in utilizing science, technology, and innovation for sustainable development. ACTS, based in Nairobi through a host agreement with the Kenyan Government, enjoys international status. Its governing council reflects its international status, with representation from Ghana (current chair), Ethiopia, Malawi, Cote d’Ivoire, UK, Sweden, Common Market for Eastern and Southern Africa (COMESA), New Partnership for Africa’s Development (NEPAD), and the East African Science and Technology Commission (EASTECO).

Core duties of the Senior Finance Officer (SFO):

  1. Review payment journals, vouchers, staff claims, and expense reports for completeness of documentation, accuracy, and compliance with organizational, donor, and statutory policies.
  2. Ensure prompt and accurate uploading of necessary financial information into the Sun system, conducting accurate monthly ledger reconciliations, and taking necessary actions to correct errors.
  3. Prepare periodic financial monitoring reports in the required institutional, donor format, and currency, discussing these reports with budget holders/program teams for proactive management of agreements and contracts.
  4. Oversee the maintenance of financial data in both physical and digital formats for easy retrieval.
  5. Ensure compliance with statutory requirements, including PAYE, NSSF, NHIF, WHT, NITA, etc.
  6. Support grants management role (underspend, overspends, disallowances, compliance risks, project closure processes, etc.), collaborating with the finance manager and budget managers to provide solutions for mitigating risks.
  7. Participate in internal, external, and project audits, including responding to audit queries, resolving and addressing management letter issues.
  8. Participate in the development and review of internal policies, procedures, and guidelines when necessary.
  9. Participate in proposal development aligned with ACTS’ strategic plan to ensure adherence to requirements and integrity of content.
  10. Supervise the Finance Officer.
  11. Authorize payments within set limits as established by ACTS’ policy.
  12. Act on behalf of the Finance Manager.

Minimum Requirements:

  • Bachelor’s degree in Accounting or relevant field from a recognized institution.
  • Master’s degree in a related field.
  • Professional qualification, CPA, or ACCA.
  • Member of ICPAK in good standing.
  • Knowledge of computer skills and proficiency in at least one accounting package.
  • At least 5 years of experience in a donor-funded setup and in a similar role.
  • Prior experience in supervising staff.
