Job Description
Job Purpose
An officer at this level will be responsible to Chief Principal, Health Information in the
provision of Health Records and Information Services in the Hospital.
Duties and Responsibilities
- a) Coordinate the development, review and implementation of health records and information management policies and guidelines.
b) Prepare technical specifications for health records materials to support procurement processes.
c) Offer professional and technical guidance on health records and information management practices.
d) Participate in departmental planning and budgeting activities.
e) Coordinate staff training and professional development within the department.
f) Oversee execution of approved departmental work plans and budgets.
g) Ensure proper safety, confidentiality and security of health records and information.
h) Support succession planning through coaching and mentorship of departmental staff.
i) Prepare and submit monthly and annual performance reports.
j) Develop tools for health data quality audits.
k) Create monitoring and evaluation tools for health records services.
l) Participate in the review and improvement of health records and information systems.
m) Design medical and surgical indices for efficient data retrieval.
n) Provide guidance on disclosure, confidentiality, data security and information exchange.
o) Develop standard operating procedures (SOPs) for health records operations.
p) Supervise and support performance appraisal processes for health records staff.
q) Facilitate the design and implementation of medical records forms and templates.
r) Train, supervise and mentor staff and trainees deployed to the department.
s) Analyze health information data and compile reports.
t) Disseminate clinical and statistical reports to relevant stakeholders.
u) Coordinate quality management systems and occupational health and safety audits.
v) Participate in departmental and multidisciplinary hospital committees.
w) Prepare the departmental budget and annual procurement plan.
x) Monitor execution of the procurement plan in line with procurement laws and regulations.
y) Participate in departmental technical evaluation committees.
Qualifications and Experience
- a) Master’s degree in Health Records and Information Management, Health Informatics, Information Science, Information Technology, or an equivalent field from a recognized institution.
b) Bachelor’s degree in Health Records and Information Management or an equivalent qualification.
c) Registration with the relevant professional body.
d) Completion of a leadership or management course of at least four (4) weeks.
e) At least eight (8) years of relevant work experience, with a minimum of three (3) years at the level of Principal Health Information Officer or equivalent.
