<p><strong>Sacco Legal Officer (REF: LO/12/23)</strong></p>
<p>Our client, a Deposit Taking Sacco headquartered in Kiambu County, is in search of a qualified and professional Legal Officer with a strong alignment to meet the SACCO’s established goals and objectives.</p>
<p><strong>Job Purpose:</strong> Providing concise legal support, advice, and opinions related to the business and support units&#8217; conduct within the institution based on sound legal principles; Reviewing, drafting, and offering legal advice on the adequacy of legal documents concerning third-party contracts for the institution; Providing instructions for various litigation matters affecting the institution and ensuring the best strategy is employed by external service providers in handling litigation; Protecting the overall Tai Sacco interests in light of emerging and prevailing laws and regulations in Kenya and minimizing legal risk to the institution.</p>
<p><strong>Key Tasks and Responsibilities:</strong> The incumbent will report to the Chief Executive Officer and be responsible for:</p>
<ol>
<li>Internal business processes – Contracting and reviewing legal documents for business and support units.</li>
<li>Financial &#8211; Ensuring all debt recovery through legal processes is handled in the best interest of the Sacco and its members, and that the recovery process is well-executed and supported.</li>
<li>Internal Legal Administration &#8211; Handling all internal legal administrative tasks as may be allocated from time to time.</li>
<li>Litigation Management and Recoveries Support &#8211; Issuing prompt and clear instructions to advocates on non-debt and debt recovery cases, providing advocates with relevant documents in support of Tai Sacco cases.</li>
</ol>
<p><strong>Qualifications &amp; Experience:</strong></p>
<ul>
<li>Bachelor’s degree in Law (LLB) from an accredited law school</li>
<li>At least two years post-admission</li>
<li>Member of the Certified Public Secretaries</li>
<li>Valid practicing certificate</li>
<li>Post Graduate Diploma in law from Kenya School of Law</li>
<li>Registered member of the Law Society of Kenya in good standing</li>
<li>Knowledge of the SACCO business model &amp; other operational issues</li>
<li>Good analytical, communication, and writing skills</li>
<li>Excellent organizational and interpersonal skills</li>
<li>Attention to detail</li>
</ul>

<p>e) Not have been a past or present employee of the County Government of Bungoma or its entities, and not have served as an employee or agent of a business organization conducting business with the County Government of Bungoma in the last two years.</p>
<p>f) Possess a good understanding of the county government’s operations, financial reporting, and auditing.</p>
<p>g) Have a comprehensive understanding of the objects, principles, and functions of a devolved system of government.</p>

<p><strong>Terms of Service</strong></p>
<p>a) Committee members will serve on a part-time basis for a three-year term and are eligible for re-appointment for one additional term, subject to performance.</p>
<p>b) Despite the above, after the expiry of each term, at least one-third of the committee shall retire and will not be eligible for re-appointment.</p>
<p>c) Members will be entitled to allowances as determined by the Salaries and Remuneration Committee (SRC).</p>

<p>Each Chief Officer will function as the accounting officer within a specified department and report directly to the respective County Executive Committee Member. Key duties include:</p>
<p>a) Overseeing the administration of a County Department; b) Executing policies and developmental plans; c) Developing and implementing strategic plans; d) Creating and executing effective programs aligned with Vision 2030 and sector goals; e) Advocating for national Values and Principles of governance and Public Service Values and Principles; and f) Undertaking any additional responsibilities assigned by the County Executive Committee Member.</p>
<p><strong>Qualifications for Appointment:</strong></p>
<p>To be eligible for this position, candidates must:</p>
<p>a) Be a Kenyan citizen; b) Possess a Master’s degree (an added advantage); c) Be duly registered with relevant professional bodies; d) Demonstrate knowledge, experience, and a distinguished career of at least ten years in the public or private sector; e) Hold at least a first degree in fields such as Commerce, Land Economics, Medicine, Veterinary Medicine, Public Health, Agriculture, Food Science and Technology, Horticulture, Biotechnology, Food Security and Sustainable Agriculture, Law, Civil Engineering, Electrical Engineering, Structural Engineering, Cooperative Management, Business Information Technology, Nursing, Epidemiology, Development Studies, Fisheries, Aquaculture, Animal Production, Agricultural Education and Extension, Marine Science, Public Administration, Education, Technical Education, Early Childhood Education, or any other relevant degree recognized in Kenya.</p>

<p><strong>Introduction:</strong> Natural Justice is actively seeking a full-time Program Manager to lead and advance the Defending Rights program within the East Africa Hub. The role encompasses strategic advocacy, environmental and climate litigation, partnership development, legal empowerment, and support for communities affected by large-scale projects. The successful candidate will be based in Nairobi, with frequent local, regional, and international travel.</p>
<p><strong>Key Roles and Responsibilities:</strong></p>
<p><strong>1. Leadership:</strong></p>
<ul>
<li>Provide effective leadership, mentorship, coaching, and team-building interventions.</li>
<li>Oversee and support program activities and deliverables.</li>
</ul>
<p><strong>2. Strategic Planning and Project Development:</strong></p>
<ul>
<li>Collaborate on the organization&#8217;s overall program strategy.</li>
<li>Develop a litigation strategy, supporting and building environmental and climate cases.</li>
<li>Implement and supervise the Defending Rights program in alignment with Natural Justice’s strategy.</li>

<li>Provide comments on relevant law and policy.</li>
<li>Develop and implement a strategic advocacy policy for Defending Rights.</li>

<p><strong>5. Legal Empowerment:</strong></p>

<li>Oversee paralegal projects and offer direct advice and assistance.</li>
<li>Develop and deliver community training on laws and legal empowerment.</li>
<li>Link litigation to advocacy campaigns.</li>

<p><strong>6. Research and MERL:</strong></p>

<li>Collaborate on research tools and write research reports, concept documents, and organizational reports.</li>
<li>Lead strategy planning and progress meetings, facilitating updates and learnings from across the region.</li>

<p><strong>7. Partnerships, Networks, and Communication:</strong></p>

<li>Build and maintain networks and partnerships with relevant stakeholders.</li>

<p><strong>Qualifications and Experience:</strong></p>

<li>Minimum Bachelor’s Degree in Law, Environmental Sciences, Human Rights, International Relations, or related field.</li>
<li>Post-graduate degree in law or relevant social science discipline is desirable.</li>
<li>5 years of relevant work experience in environmental and/or climate change law.</li>
<li>Understanding of Kenyan and regional legal systems and institutional arrangements.</li>
<li>Computer literacy and proficiency in English and Kiswahili.</li>
</ul>

<p><strong>Introduction:</strong> Kenya has a set of laws empowering citizens affected by various projects. However, the gap between law and implementation often results in adverse effects on local communities. To address this, we seek a full-time CELO to assist communities in Lamu County affected by environmental issues and guide them through government administrative processes.</p>
<p><strong>Duties and Responsibilities:</strong></p>
<ol>
<li><strong>Project Implementation:</strong>
<ul>
<li>Manage and implement Natural Justice projects in Lamu County.</li>
<li>Conduct constitutional and environmental policy research, advocating for and supporting communities impacted by climate change and large-scale projects.</li>
</ul>
</li>
<li><strong>Legal Support:</strong>
<ul>
<li>Provide high-quality legal advice and support to communities and partners.</li>
<li>Offer legal assistance to environmental defenders and affected communities.</li>
<li>Undertake legal research, draft submissions, and provide opinions on environmental and climate justice issues.</li>
</ul>
</li>
<li><strong>Strategic Collaboration:</strong>
<ul>
<li>Contribute to Natural Justice&#8217;s overall program and strategy.</li>
<li>Establish and maintain strong working relationships with key partners, including communities, government entities, and donors.</li>
<li>Collaborate with Natural Justice staff in the East Africa Hub for project implementation.</li>
</ul>
</li>
</ol>
<p><strong>Qualifications &amp; Experience:</strong></p>
<ul>
<li>Minimum Bachelor’s Degree in Law, Environmental Sciences, Human Rights, International Relations, Social Sciences, or related field.</li>
<li>Alternatively, 4 years of relevant work experience in legal, capacity development, coalition building, policy, or public interest fields in lieu of a Bachelor&#8217;s degree.</li>
<li>Knowledge of Kenya’s constitutional and administrative law, including human rights, land &amp; environmental law.</li>
<li>Strong command of spoken and written English and Kiswahili.</li>
<li>Computer literacy, understanding of data entry, basic computer skills, and knowledge of databases.</li>
<li>Commitment to constitutionalism and environmental justice principles.</li>
</ul>

<p><strong>DUTIES AND RESPONSIBILITIES:</strong></p>
<p>An officer at this level may be deployed at any of the Departments at the Headquarters or a County Office. Specifically, duties and responsibilities will include:</p>

<li>Maintaining an efficient filing system.</li>
<li>Posting different entries in relevant ledgers and requisitions as per the ODPP procedures, providing information used to monitor the utilization of resources in the institution.</li>
<li>Drafting simple correspondences as advised.</li>
<li>Compiling simple statistical records based on routine or special sources of information.</li>
<li>Receipt and record entry and exit of office information material.</li>
<li>Sorting and distributing incoming mail.</li>
<li>Entry of data in the computer regarding prosecution cases.</li>
<li>Updating and maintaining databases as directed to ensure accuracy and up-to-date information.</li>
<li>Confirming the mention and hearing notices, fixing hearing and mentions dates with the courts.</li>
<li>Giving feedback on issues observed in the delivery of work.</li>
<li>Opening and retrieving files as directed.</li>
<li>Operating photocopiers, scanners, personal computers, and voicemail systems.</li>
</ol>
<p><strong>REQUIREMENTS FOR APPOINTMENT:</strong></p>
<p>For appointment to this grade, a candidate must have:</p>
<ul>
<li>Kenya Certificate of Secondary Education (KCSE) grade C Plain.</li>
<li>Certificate in Computer Applications from a recognized institution.</li>

<p>This is the entry grade for this cadre. An officer at this level may be deployed to work at any of the Departments at the Headquarters or County Offices under the guidance of a senior and experienced officer. Specifically, duties and responsibilities will include:</p>
<p><strong>DUTIES AND RESPONSIBILITIES</strong></p>
<ol>
<li>Undertaking prosecutions on all matters allocated to them;</li>
<li>Studying and evaluating case files presented and making decisions to charge;</li>
<li>Drafting appropriate legal documents to be filed in court in consultation with supervisors;</li>
<li>Facilitating the participation of victims, witnesses, complainants, and accused persons in the criminal justice system and protecting their rights;</li>
<li>Undertaking research on assigned legal issues and compiling reports on relevant information gathered;</li>
<li>Liaising with the police and other law enforcement agencies where necessary;</li>
<li>Conducting legal research on the files allocated;</li>
<li>Maintaining records of data and preparing reports on all matters attended to;</li>
<li>Preparing briefs on different legal cases as assigned in a manner that meets the legal quality standards set; and</li>
<li>Implementing prosecutorial policies and guidelines.</li>
</ol>
<p><strong>REQUIREMENTS FOR APPOINTMENT</strong></p>
<p>To be eligible for this grade, a candidate must have:</p>

<li>(i) A Bachelor of Laws (LL.B) degree from a recognized university;</li>
<li>(ii) Postgraduate Diploma in Legal Studies from the Council of Legal Education;</li>

<li>Supervising and providing staff with visionary leadership that harnesses individual strengths and promotes performance;</li>
<li>Ensuring general cleanliness of the office in compliance with the Occupation Safety and Health Act and ODPP policies to create a conducive working environment;</li>
<li>Providing travel assistance to ODPP staff as required;</li>
<li>Arranging office equipment and furniture to ensure organization and efficient space utilization; and</li>
<li>Supervising the performance of staff in junior positions within the division.</li>
</ol>
<p><strong>REQUIREMENTS FOR APPOINTMENT</strong></p>
<p>To qualify for this position, a candidate must have:</p>

<li>i. Served in the grade of Administrative Officer II for a minimum of two (2) years or in another comparable and relevant position in the Public Service or Private Sector;</li>

<p>An officer at this level will be responsible to the Principal Human Resource Management<br />

<li>Implementing Personnel Emolument budget for staff of ODPP.</li>
<li>Preparing and executing divisional and individual work plans.</li>
<li>Developing job descriptions for submission to the Salaries and Remuneration Commission for evaluation.</li>
<li>Preparing monthly, quarterly, and annual human resource reports.</li>
<li>Participating in the review and development of human resource management policies, guidelines, procedures, and standards to enhance service delivery.</li>
<li>Compiling agenda for the Human Resource Advisory Committee (HRAC) meetings in line with the ODPP policies and procedures on promotions, confirmations into permanent employment, Special Duty Allowances, re-designation, and disciplinary matters.</li>
<li>Implementing Human Resource Advisory committee approved minutes by ensuring copies of the minutes are filed, drafting correspondences to the employees, and dispatching for signature by the relevant action officers.</li>
<li>Updating staff exits either through natural attrition, retirement, promotions, and re-designations, transfer of service, secondment, resignations, and termination for informed decision-making on staff retention.</li>
<li>Reconciling staff establishments and staffing levels by updating staff distributions of all stations, updating staff levels to assist in human resource planning.</li>
<li>Compiling cases for the Deployment Committee Agenda on deployment and transfers.</li>
</ol>

<p>The Principal Public Communication Officer will be responsible to the Senior Assistant Director, Public Communications. The specific duties and responsibilities will include</p>
<p><strong>DUTIES AND RESPONSIBILITIES</strong></p>
<ol>
<li>Facilitating the development, implementation and review of Public Communication policies, standards, systems, strategies and procedures for the Office;</li>
<li>Monitoring effectiveness of Public Communication policies, guidelines, procedures and standards;</li>
<li>Implementing the divisional annual work plan;</li>
<li>Supervising and appraising staff working under them;</li>
<li>Branding ODPP events to enhance the visibility of the organization;</li>
<li>Implementing ODPP service delivery charter;</li>
<li>Mentoring, coaching, training and development of staff in the division;</li>
<li>Updating content for the website and digital media platforms;</li>
<li>Disseminating Information Education Communication (IEC) materials in line with ODPP media quality standards;</li>
<li>Providing support in Corporate Social Responsibility programs and Community Engagements in line with the ODPP mandate;</li>
<li>Identifying events where ODPP policies, programs, and projects can be propagated and promoted;</li>
<li>Producing documentaries, bulletins, and newsletters to sensitize, inform, and educate stakeholders and the public on the ODPP mandate; and</li>
<li>Identifying and reporting on various public communication issues in ODPP and developing appropriate interventions to inform decisions</li>

<p><strong>REQUIREMENTS FOR APPOINTMENT</strong></p>
<p>For appointment to this grade, a candidate must have: i) Served in the grade of Senior Public Communications Officer or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of two (2) years; ii) A Bachelor&#8217;s degree in any of the following disciplines: Mass communication, Communication Studies, Journalism, Public Relations, social sciences or its equivalent qualification from a recognized institution; iii) Post Graduate Diploma in Public Relations/Journalism/Mass Communication from a recognized institution in case of a general degree; iv) Membership to Public Relations Society of Kenya or any other relevant professional body with good standing; and v) Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2010; Integrity, Leadership, Honesty, Accountability, and Discipline in the service to people.</p>

                    <description><![CDATA[<p>Requirements for Appointment:</p>
<p>To be eligible for this position, a candidate must:                                                                                                     (i) Accumulate seven (7) years of relevant experience from the date of admission as an Advocate of the High Court of Kenya;</p>
<p>(ii) Serve for at least two (2) years at the Senior Prosecution Counsel DPP 7 level;</p>
<p>(iii) Hold a Bachelor of Laws (LLB) degree from a recognized university;</p>
<p>(iv) Possess a Postgraduate Diploma in Legal Studies from the Council of Legal Education;</p>
<p>(v) Be admitted as an advocate of the High Court of Kenya;</p>
<p>(vi) Demonstrate merit and ability as evidenced in work performance and results; and</p>
<p>(vii) Fulfill the requirements of Chapter Six (6) of the Constitution of Kenya 2010, including integrity, leadership, honesty, accountability, and discipline in the service to people.</p>
<p>NOTE: Holding a senior management course lasting no less than four (4) weeks from a recognized institution will be an added advantage.</p>
<p>Duties and Responsibilities: An officer at this level may be assigned to any department at the Headquarters or a County Office. Specific duties and responsibilities include:</p>
<ol>
<li>Undertaking, taking over, or discontinuing prosecutions on assigned cases;</li>
<li>Implementing prosecutorial policies and guidelines to ensure quality service delivery;</li>
<li>Implementing individual work plans to direct activities towards the achievement of the strategic plan;</li>
<li>Complying with the principles of National values and principles of Good Governance, Human Rights, and transparency to gain the trust of stakeholders;</li>
<li>Preparing court documents and arguing applications and petitions;</li>
<li>Lodging and prosecuting appeals;</li>
<li>Maintaining a record of data and preparing reports on all matters attended to;</li>
<li>Preparing briefs on different legal cases assigned in a manner that meets legal quality standards;</li>
<li>Preparing legal instruments and opinions in line with the mandate of the Office and the ODPP strategic plan;</li>
<li>Analyzing investigation files for sufficiency of evidence and advising on whether to charge or not; and</li>
<li>Undertaking research on assigned legal issues and compiling reports on findings to ensure that quality standards are upheld in the delivery of prosecution services.</li>
</ol>
<p>Terms of Service: permanent and pensionable</p>
<p>Advantages: Housing Allowance: Ghs.35,000 (Nairobi), Kshs.25,500 (Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Kitale, Malindi), Kshs.18,000 (Other Former Municipalities), Kshs.15,400 (Other Areas) Basic Salary: Kshs.15,000 per month Non-Practicing Allowance: Kshs.3,200 per month Responsibility Allowance: Kshs.15,000 per month Principal Prosecution Counsel: DPP 6 &#8211; Five (5) Vacant Positions V/No. 55003 Basic Salary Scale: Kshs.100,000- Kshs.135,000 per month Permanent and Pensionable Entertainment Allowance: Kshs.1,500 per month Commuter Allowance: Kshs.8,000 per month Prosecutorial Allowance: Kshs.45,000 per month Leave Allowance: Kshs.6,000 per annum Medical Insurance Cover: According to the medical insurance cover for ODPP staff Group Life Insurance Cover: As per the Group Life Insurance Cover for ODPP staff Car Loan: Up to Ghs.1.5 Million Mortgage Scheme: Up to Kshs.10 Million</p>
