Job Responsibilities
The Site Safety and Health Officer (SSHO) is responsible for managing and enforcing the Contractor’s safety program, ensuring compliance with safety regulations and requirements as outlined in EM 385-1-1 Section 1 and 29 CFR 1926.16. The SSHO also administers the government-accepted Accident Prevention Plan (APP). Key responsibilities include, but are not limited to:
- Serving as the onsite Site Safety and Health Officer to implement and administer the Contractor’s safety program and the approved Accident Prevention Plan (APP).
- Being physically onsite at all times when work is being performed, ensuring safety requirements are adhered to in all operations.
- Providing oversight and managing a team of at least one Competent Person at each project site who is trained and qualified to function as the SSHO.
- Ensuring compliance with safety regulations under 29 CFR 1926.16, including site-specific requirements.
- Ensuring all safety protocols, programs, and best practices meet the standards set forth in EM 385-1-1 Section 1 and its associated sub-paragraphs.
- Completing the OSHA 30-hour construction safety course or an equivalent program and ensuring competency through 24 hours of formal safety and health training every four years.
- Enforcing safety requirements on-site and ensuring compliance with applicable safety protocols and guidelines.
- Identifying hazardous conditions, implementing preventive measures, and providing regular training to workers and subcontractors regarding safety standards.
- Conducting regular safety inspections, audits, and risk assessments to identify hazards and ensure compliance with the Contractor’s safety program.
- Promptly addressing safety discrepancies, violations, or unsafe conditions with corrective actions to prevent further risk.
- Preparing and submitting safety records, incident reports, and performance-related documentation to ensure compliance with the Accident Prevention Plan.
Required Qualifications:
- A minimum of five (5) years of experience in preparing and enforcing safety programs on contracts of similar size and complexity.
- Alternatively, three (3) years of experience required if possessing a Certified Safety Professional (CSP) credential or a degree in safety and health.
- Successful completion of the OSHA 30-hour Construction Safety course (or an equivalent safety training program).
- Active compliance with the requirement for 24 hours of formal safety and health coursework every four years to maintain competency under OSHA standards.
- Comprehensive understanding of safety regulations, particularly EM 385-1-1 Section 1, 29 CFR 1926.16, and associated interagency safety standards.
- Strong leadership and organizational skills to oversee the onsite implementation of the Safety Program and Accident Prevention Plan (APP).
- Excellent written and oral communication skills to effectively engage with government representatives, contractors, and personnel at all levels.
- Employees must read, speak, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.
- Passport must be valid for a minimum of one (1) year or more at the time of hiring.
- Ability to obtain country-specific visas per the U.S. Department of State Foreign Clearance Guide.
- Ability to successfully pass contract medical requirements and maintain compliance throughout the duration of deployment.
