Global Advocacy and Program Manager (GPM) – VCA Program
Job Description
The Global Advocacy and Program Manager for the VCA program at Hivos plays a pivotal role in overseeing Hivos’ contribution to the program and ensuring alignment with the organization’s vision, mission, and climate justice strategy. The manager collaborates with global partners, WWF-NL, and the Netherlands Ministry of Foreign Affairs.
Responsibilities:
- Delivery of Program Results:
- Coordinate program implementation and ensure stakeholder/donor satisfaction.
- Ensure adherence to contracts in terms of results, budget, and competencies.
- External Positioning:
- Act as Hivos’ ambassador for the program, promoting the organization’s agenda in professional forums.
- Share and profile practice-based results and propose sustainable solutions.
- Stakeholder Intelligence:
- Gather intelligence on key stakeholders in the Hivos environment.
- Provide internal stakeholders access to intelligence regarding challenges, opportunities, and risks.
- Partner Engagement:
- Advise country engagement managers in selecting partners with national VCA teams.
- Increase ownership of the program by national partner organizations.
- Agenda Setting:
- Formulate key issues within the thematic area and design advocacy strategies for change.
- Create entry points and interventions to generate space and support for Hivos’ strategies.
- Mobilizing Forces:
- Collaborate with people, organizations, and donors.
- Co-create preconditions for successful advocacy, lobby activities, and innovation.
- Leadership:
- Lead, motivate, train, and inspire staff globally.
- Enable effective teamwork in line with Hivos’ guiding principles.
- Innovation:
- Ensure constant program innovation, building unusual partnerships and cooperation.
- Explore alternative ways of working, such as linking climate change and transparency.
Requirements:
- Master’s degree in sustainable development, environmental studies, or a related field.
- Minimum of ten years of relevant international advocacy experience, including climate rights advocacy.
- Minimum of ten years’ experience in an international NGO context, with project management expertise.
- Demonstrated leadership skills to lead Hivos colleagues globally.
- Proven ability to engage with national and international governments, stakeholders, and partners.
- International network relevant to the field of work.
- Understanding of country political and social dynamics; analytical and conceptual skills.
- Excellent networking, relationship building, and negotiation skills.
- Proficient verbal, writing, and communication skills in English.
- Experience overseeing program design, implementation, and ensuring ownership by right holders.
- Experience in monitoring and evaluation plans and indicators.
