Job Description

PRINCIPAL ENGINEER, JOB GRADE, SEZA 4 REF: SEZA/HR/2023/12/2

a) Job Responsibilities

(i) Developing and planning construction and maintenance programs for physical infrastructure and utilities;

(ii) Contributing to the identification and formulation of public-private partnerships in infrastructure and utilities development;

(iii) Validating economic engineering data for the development of infrastructure and utilities;

(iv) Certifying and endorsing payments for approved projects;

(v) Providing guidance and counseling to subordinate staff;

(vi) Coordinating the preparation and finalization of tender documents for infrastructure and utilities;

(vii) Offering technical advice on construction projects;

(viii) Approving preliminary and detailed designs;

(ix) Overseeing the implementation of construction projects;

(x) Implementing strategies for planning, designing, and constructing special economic zones infrastructure;

(xi) Certifying payments for completed works;

(xii) Evaluating project tenders;

(xiii) Planning and budgeting for projects;

(xiv) Formulating work plans for the division;

(xv) Compiling reports on quality assurance findings and recommendations.

b) Qualifications for the Role

To be eligible for this position, candidates must:

(i) Possess a minimum of eight (8) years of relevant work experience, with at least three (3) years in a supervisory role in a comparable position in the public or private sector;

(ii) Hold a Bachelor’s degree in Civil Engineering or an equivalent qualification from a recognized institution;

(iii) Attain a Master’s degree in Civil Engineering or a relevant field from a recognized institution;

(iv) Be registered by the Engineers Board of Kenya as a professional Engineer;

(v) Complete a management course lasting no less than four (4) weeks from a recognized institution;

(vi) Demonstrate proficiency in computer applications;

(vii) Exhibit merit and ability as reflected in work performance and results;

(viii) Fulfill the requirements of Chapter Six of the Constitution.

Additional Requirements

Successful candidates will be expected to fulfill the requirements of Chapter Six of the

Constitution by providing valid originals of the following documents;

  1. Police Clearance Certificate from the Directorate of Criminal Investigations;2
  2. Clearance/Compliance Certificate from Higher Education Loans Board (HELB);
  3. Tax Compliance Certificate from Kenya Revenue Authority;
  4. Clearance from Ethics and Anti-Corruption Commission (EACC); and
  5. Clearance from Credit Reference Bureau (CRB).
